Fees

One fee, charged once, at mint. Nothing on collect, nothing on close, nothing recurring.

The fee is taken from the gross deposit before minting, so the per-rung minimums shown in the builder already account for it. A change to the rate emits FeeChanged(oldBps, newBps) on-chain; the builder reads the live rate before every build and refuses to proceed if it cannot.
